My guess is he's one of those good old fashioned Progressive Conservatives. They tend to be the ones to actually speak their minds instead of being muzzled by the PM.
It's a strange situation. Old PCs are moderates who don't usually say anything objectionable, but they get in trouble with the party for not toeing the line. It's the Reformers who run their mouths about abortion, immigrants and so on. But they've learnt their lesson and keep quiet these days. Too bad, really.
